As far as I can tell mail messages with attachments are downloaded to the iPhone with a POP3 account if the iPhone is the FIRST client that receives the message from the mailserver. If your computer downloads the message first, be it read or not, the iPhone will show 'This message has not been downloaded�'. Of course you must set 'Leave messages on server' in your POP3 account settings.
